Instagram: what Meta actually publishes about how a post travels

Three billion monthly users. Since 2024 the app has distributed content by testing it on strangers first and widening from there, which means what a post reaches is decided after it is published, not before.

  • "Sends per reach" is not a metric

    No field called sends exists in Meta's documentation. The metric is shares, and Instagram's own dated ranking pages do not mention sends at all. 6

  • Engagement bait is a Facebook rule

    The words appear nowhere in Instagram's Recommendation Guidelines. It is being applied to the wrong platform. 6

  • Follower count is still a signal

    Instagram says distribution is "not just" follower count, and separately lists number of followers as a popularity signal. 6

  • Original content is the one stated preference

    Meta has now said twice, on the record, that recommendations favour original posts over reposts. 5

How a post travels.

Instagram publishes this mechanic in its own words. It applies to reels, and it is the single most important thing to understand about the platform.

"Among non-followers, your reel is initially recommended and shown to a small audience of people we think will enjoy it. As this initial audience responds, the best-performing reels are then shown to a slightly wider audience, then the best of those are shown to an even wider group, and so on."

Instagram states the purpose plainly: the system distributes "based on its engagement, not just the creator's follower count." 7 Note the hedge. Instagram says follower count is not the deciding factor. It has never said it is irrelevant, and its own ranking documentation still lists number of followers as a popularity signal. 8

"Watch time, retention, shares, likes, and comments." 7

When the change happened

April 2024, not 2025 or 2026. The February 2025 post restates it. Before that change, Instagram says reels "were ranked primarily based on how an account's followers engaged with them," so "accounts with the largest followings often saw the most reach." 9

What changed in 2026

Meta told investors it "significantly increased the speed with which our ranking models index new posts." Same-day posts now make up more than 30 percent of recommended Reels on Instagram and Facebook, more than double a year earlier. 10

The signals, and how old they are.

Instagram runs a separate ranking system for each surface. The full published list of signals dates from May 2023. Everything more recent is a partial update, not a replacement.

Hashtags, posting time, posting frequency and format preference do not appear in any signal list Instagram has published. Each is checked against the source later in this chapter.

What has been said since, and how much to trust the dates.

Instagram has not republished a full ranking explainer since 2023. What exists instead is a run of narrower statements from Adam Mosseri, and they are more specific than the official page.

January 2025, the three signals

"The top three signals that matter most for ranking are watch time, likes and sends. Likes are slightly more important for connected content, and sends are slightly more important for unconnected content."

Connected means people who follow the account. Unconnected means people who do not. Comments do not appear in that list, which the reporting outlet noted at the time.

May 2026, the ratio not the total

"The thing I think that matters most, and that you really should focus on, is not how much reach your post got. Of all the people who saw the post, how many of them actually engaged with that post?"

In the same statement he told people to compare connected reach against unconnected reach, because "like rates matter more for your followers, and send rates matter more for those who don't follow you." 13

The metrics, and what each one counts.

Instagram made views the primary metric in August 2024 and removed the old counters from its API in April 2025. Definitions below are Meta's own, taken from its developer documentation.

Views "The number of times your content was played or displayed." For a reel this counts plays and replays. For a photo or carousel it counts appearances on screen. 15
Reach "The number of unique accounts that have seen your content, at least once, including in ads." 15
Accounts engaged "The number of accounts that have interacted with your content, including in ads." 15
Shares "The number of shares of your posts, stories, reels, videos and live videos." 15
Average watch time "The average amount of time spent playing the reel." 15
Impressions Deprecated. Removed from all API versions on 21 April 2025. 16

What changed in Insights, April 2026

Instagram reorganised Insights into three tabs, Overview, Engagement and Audience, and added views over time, share rate and skip rate for reels. Instagram states that "all the previous metrics are still there." The update does not cover collab posts, trial reels, cross-posted content or boosted content. 18

Retention

Added August 2025. Instagram's own explanation of how to read it: "With Retention, you'll always see a downward slope, but the flatter the line, the more engaged your audience is." 19

Originality is an eligibility rule, not a preference.

Instagram has published a specific, numeric threshold. Cross it and the account stops appearing in recommendations to non-followers. It still reaches its own followers.

April 2024, reels

Accounts that "repeatedly (10 or more times in the last 30 days) post content from other Instagram users that they didn't create or enhance in a material way will not be shown in surfaces where we recommend content." 20

Where identical content appears twice, Instagram says it will "only recommend the original one," and the original "will directly replace the copied version in recommendations." 20

April 2026, photos and carousels

The same rule was extended beyond reels. Accounts that "primarily post unoriginal content in photos or carousel posts" are no longer shown in recommendations. 21

Instagram's stated test for whether something is yours: "if someone could remove your contribution to your post or reel, and the content would virtually be the same, it probably needs more of you in it." 22

Scope and reversal

"This update does not impact how we show people content from accounts they follow." 21

Eligibility returns "when most of your recently posted reels, photos, and carousels are considered original in a 30-day period." 22

Adding a border, watermark, subtitles or a credit in the caption does not count as making it original. 21

What else limits a reel before anyone sees it.

Two hard gates sit in front of recommendation, separate from the originality rules on the previous page. Both are published by Instagram.

Content Instagram says it makes less visible

"We aim to make certain reels less visible for other reasons, such as low-resolution or watermarked reels, reels that are muted or contain borders, reels that are majority text, or reels that have already been posted on Instagram."

Six separate conditions in one sentence. Muted and majority text are the two most often missed, because both are normal outputs of scheduling tools and of designing a post as a graphic rather than a video.

Length

Reels must be three minutes or less to be recommended. The limit rose from 90 seconds in January 2025, starting in the United States. Instagram's stated reason: "Appetite around long-form content is changing." 24

What the measured numbers say.

Instagram publishes no benchmarks. Everything below comes from third parties measuring their own customer base, which is why the same metric produces different answers. The denominator is the reason.

Engagement rate, three studies, same year

The first is roughly ten times the others because it divides by the people who saw the post, not the people who follow the account. All three are correct. None of them are comparable. A benchmark quoted without its denominator carries no information.

What is safe to say

That engagement rate on Instagram fell year on year is supported by every panel above. The size of the fall is not. Buffer puts it at about 26 percent. Socialinsider publishes both a 24 percent decline and a movement from 0.50 to 0.48 percent, which is a 4 percent decline, on the same page. 26 , 27

Format and frequency, as measured.

Instagram has never said it prefers one format over another. What follows is measured behaviour from third-party panels, not platform policy.

Engagement per person reached, by format

Buffer, more than 4 million posts. 30 The same publisher measured reels getting 36 percent more reach than carousels and 125 percent more than single images. 31 Reels travel further. Carousels hold more of the people they reach. Both statements come from the same dataset and neither contradicts the other.

A separate panel put carousel and reel engagement rates almost level at 0.55 and 0.52 percent by followers, with static images at 0.37 percent and falling. 32

Buffer, 2.1 million posts from more than 102,000 accounts, using fixed-effects modelling to control for account size. The study found no dilution effect: posting more did not reduce per-post engagement in this sample. It does not publish its date range, which is a gap. 33

Five things checked against the source.

Each of these is widely repeated. Each was checked against Instagram's own documentation first, and against measured data where no official statement exists. Two of the five turn out to rest on nothing.

The claim Verdict What the source actually says
Hashtags increase reach Contradicted Mosseri, 2022: "I wouldn't try to think of hashtags as a way to get more distribution." He has repeated the point at least four times since, including saying in February 2025 that they "don't work" to increase reach. 34 Instagram removed the ability to follow a hashtag on 13 December 2024, 35 and capped captions at five hashtags in December 2025. 36 Hashtags appear in no published signal list. Instagram does say fewer, targeted hashtags "can improve" performance, so the honest position is that they describe a post, they do not distribute it. 36
Posting time affects ranking No official source No Instagram statement says clock time affects ranking. Its signal list includes "when it was posted," which is how old a post is, not what hour it went up. 37 Buffer, measuring 9.6 million posts, found timing "meaningfully shifts reach" but called it "the cherry on top of your strategy, not the cake itself," and did not publish the size of the gap. 38
Instagram penalises engagement bait Not an Instagram policy Meta's engagement bait rule is published as a Facebook content distribution guideline, not an Instagram one. 39 The words engagement bait, clickbait, contest and giveaway do not appear anywhere in Instagram's Recommendation Guidelines. 40 The widely quoted line attributing that wording to Instagram traces to a single social post and could not be found in the guidelines themselves.

Both of these are half true, which is why they survive. The accurate version of each is on the right of the claim.

The claim Verdict What the source actually says
Shadowbanning Real thing, wrong name Instagram denies a hidden penalty, and says the ordinary experience people call shadowbanning is just how the feed works: "We can't promise you that you'll consistently reach the same amount of people when you post. The truth is most of your followers won't see what you share, because most look at less than half of their Feed." 41 What does exist is documented and visible. An account can become ineligible for recommendation, and since December 2022 Instagram has published Account Status so an account holder can see whether theirs is, and which post or profile element caused it. 42
Follower count does not matter Overstated Instagram says distribution is based on engagement "not just the creator's follower count." 43 Its own ranking documentation separately lists "popularity signals such as number of followers or level of engagement" as an input. 44 No Instagram statement says follower count is irrelevant. What it says is that follower count is no longer the deciding factor, which is a different and smaller claim than the one usually made on its behalf.
